PROFILE OF THE INSTITUTION
The Nigerian Institution of surveyors dates back to 1934 when five pioneers in surveying, led by that great nationalist - Herbert Macaulay together with Messrs Craig, Aiyede, Agbebi and Olumide, co-founded the "Licensed Surveyors Association. The association metamorphorsised into Land Surveyors Association of Nigeria in 1960 and was incorporated under the Land Perpetual Succession Act in 1964. The Association changed its name to Nigeria Institution of Land Surveyors in 1965 with Pa C.T. Olumide of blessed memory as its first President.
The present name, Nigeria Institution of Surveyors was adopted in 1966.
The professional practice was regulated by the
Surveyors Licensing Board until 1989 when it was replaced by the Surveyors Council of Nigeria (SURCON).

CODE OF ETHICS

A surveyor of the Institution shall be governned by the constitution of the Institution and he shall conduct himself in such a manner as not to prejudice his professional status or the reputation of the Institution. Members of the Institution shall maintain maximum standard of professional practice and conduct.


1. A surveyor is remunerated by his professional fees. It is his duty to uphold in every way possible, the National Scale of Fees adopted by the Institution.He will not offer his services at reduced fees nor will he compete with a collegue by under-cutting.


2. A surveyor in a paid employment shall not undertake any other survey practice.

3. A surveyor, on being approached or insructed to proceed with professional work upon which another surveyor was previosly engaged, except a deceaced surveyor, shall notify the facts to the Institution and to the original surveyor and shall satisfy himself that there are no outstanding obligations between the client and the original surveyor, before he proceeds to undertake such works.

4. A member shall not attempt to injure falsely or maliciously, directly or indirectly the professoinal reputation or prospects of another surveyor.

5. A surveyor shall not advertise nor offer his
services as a surveyor by means of circulars paid announcements in the press - he may however notify his clients by post or press publication of any change of address or in the constitution of his firm.

6. He shall offer no benefits or gifts to agents nor shall he offer inducements to officials in order to get jobs.

7. A surveyor shall be guilty of professional
misconduct if he;

a) Certifies any plan, any survey data or any other records of any survey relating to any land in respect of which he has not carried out or personally supervised the whole of such survey, examined and satisfy himself of the correctness of the entries in any field book and of the calculations, working plans and other records in connection therewith which may have been made by any other persons;

b) Certifies a plan which he knows or ought by exercise of reasonable care, to have known, is incorrect;

c) is connected of any criminal offence and such criminal offence is in the opinion of the institution sufficient to render him unfit to practice as a surveyor;

d) Is guilty of infamous conduct in any professional respects;

e) Is found to have obtained his registration by misrepresentation or aids and abets others to obtain such a registration fraudulently.

8. A surveyor shall not permit his name to be used in aid of unathorised practice of surveying by any agency, personal or corporate.

9. A surveyor shall maintain a good and respectable office, where he has a branch office, it shall be manned by a surveyor.

10. A surveyor shall maintain the status of Experts Witness all the time, he shall not present himself as the client's Witness.

11. A surveyor shall not issue any false certificate of conduct and/or of training and field experience to pupil surveyors.

12. A surveyor shall not certify true copies of another member's plan, or production without the other member's consent except in the case of a deceased surveyor.

13. A surveyor shall continue his professional development throughout his career and shall provide opportunities for the professional development of those surveyors under his supervision.


SHOULD THE SHARING RATIO FOR PILLARS BE REVIEWED?

The sharing ratio of N700.00 to Surcon and N200.00 to both State and the National came under a heavy attack from all the State branches. The Council has agreed to look into this with a view of having a moderate sharing ratio put in place.
A better sharing ratio suggested to replace the existing one is the N300-Surcon N300-NIS National N200-NIS State and N100-Surcon State Ethics Committee.

N.I.S. IMAGE LAUNDERING

The image of the Surveyors need to be improved on, by efforts of all concerned. This is a collective responsibility of every member of the Association. This is as important as the food we take on daily basis. The image laundering gaurantees our livelihood. It is something that everyone must make an input to gaurantee our future and that of our children.

OTHER NEWS

An error was noticed in the recently passed and operational constitution of the NIS at the IMO AGM in Owerri. All State branches are expected to go tyhrough this documents thoroughly to effect the obvious ammendment to the important document.interesting.
